Rwanda makes progress with universal access program

The Government of Rwanda’s Universal Access Fund was created to finance the deployment of telecommunications services in rural areas and to ensure that basic telecommunications services are available at an affordable price. The fund is derived from a 2% levy on income.

In the financial year 2020-21, contributions to the UAF were RWF 5.301 billion, while expenditures were RWF 3.828 billion. About 91% of the expenditure was allocated to the construction of telecommunications towers to increase network coverage in underserved areas.

Some 68 mobile sites were built during the year under the UAF, which contributed 2.698 billion Rwandan francs to the initiative.

In addition, UAF subsidized the cost of broadband services at 193 sites (including public and private institutions). The UAF gives about 100 million Rwandan francs a year to the Broadband Systems Corporation (BSC), which provides broadband services in subsidized areas.
